This subaward agreement between the State of Alabama Department of Conservation and Natural Resources (pass-through entity) and the City of Mobile, allows us to accept and receive federal funds in the amount of $11,960,940.00 from the Resources and Ecosystem Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States Act of 2012 (RESTORE Act) for implementation of the RESTORE Act Spill Impact Component (i.e. Bucket 3) project titled “State Expenditure Plan #16: Three Mile Creek Watershed Restoration.” The grant application was originally submitted in 2017, and it was approved as part of the State’s Expenditure Plan in 2019. There is no City of Mobile match required for this grant.

This project will contribute to the restoration and protection of water quality in this watershed by providing bank and stream stabilization along Twelve Mile Creek and the dredging and restoration of Langan Park Lake, both of which drain into Three Mile Creek and Mobile Bay. The project begins along Twelve Mile Creek at East Drive and ends at the outlet control structure of Langan Park Lake in Langan Municipal Park near Zeigler Boulevard. Additionally, existing sanitary sewer crossings will be protected from damage caused by widening of the stream. Dredging of Langan Park Lake will increase the capacity of the lake, support flood control and aid apple snail control efforts. The engineering and construction of this project would provide reinforcement of the creek against further erosion and remove existing sedimentation, thereby stabilizing Twelve Mile Creek and increasing the recreational, educational, and cultural activities in Langan Municipal Park.
